Cota Holdings has recently migrated into public safety, healthcare, water, and food systems. Areas of Expertise


Energy

Cota is pursuing a relatively large EDA funding opportunity to work with oil and gas Tribes to use the current downturn to the advantage of Tribes through organizing a program to assist Tribes to re- acquire their own oil and gas assets from production companies that have long-term leases on Tribal land.


Political Advocacy

Cota's staff have experience working with important political actors, including the Western Governor's Association and the Council of Energy Resources Tribes. These experiences have left Cota with a sophisticated understanding of the development of large-scale political organization and advocacy, as well as lucrative connections to local, state, and federal government.


Strategic Planning

Cota has experience developing Comprehensive Economic Development Strategies as well as other forms of strategic assessment. While our expertise in energy and economic development planning is particularly robust, Cota is experienced in a variety of strategic planning arenas, including cultural resource management, governmental capacity building, and financing.


Networking

Cota has hosted a variety of events designed to increase communication and connectivity between tribal administrators, industry, academia and government. These include conferences, training events, seminars and symposia.


Agriculture

Cota has developed six Food Hub plans for Colorado and New Mexico, including an Indian Food Hub Plan for the Ten Southern Pueblos of New Mexico. A food Hub is a product aggregation facility that allows small local farmers to aggregate, process and deliver product in a manner acceptable to large purchasers such as groceries, distributors, schools, hospitals, restaurants, and casinos.


Regulatory Development

Cota has experience in policy development, including environmental regulation. Most recently Cota completed hydraulic fracturing regulations for the Ute Mountain Ute Tribe. Cota can handle regulatory expansion, reform, or fabrication in a variety of categories, including air and water quality, reclamation, royalty management, cultural resource protection, and land use. 


Government Contracting

Cota is familiar with Hubzone, 8(a) and super 8(a) programs, and has helped businesses seeking these statuses in the past. As strategic planning experts, Cota is able to help tribal businesses navigate their unique advantages in the federal procurement process, as well as develop partnerships between non-native businesses seeking these advantages.
